Nepal has both numerous deep valleys well-suited to huge hydroelectric projects, and deep poverty -- a combination well suited to encourage construction of dams as a means of generating national revenue. Controversies regarding proposed projects on its rivers have also involved authorities in India (the market for the electricity) and the World Bank.
