Dams in the Philippines provide interesting
examples of the relationship between water development, environmental
and social impacts, and political consequences. For example,
it has been argued by Fred Pearce that in the Chico valley of
northern Luzon, the largest island of the Philippines, a dispute
over a series of proposed hydroelectric dams became a recruiting
ground for a guerrilla war that eventually caused the downfall
of President Ferdinand Marcos.
